{"id":17516,"date":"2026-02-26T10:13:31","date_gmt":"2026-02-26T08:13:31","guid":{"rendered":"https:\/\/www.ish-tsadik.org.il\/?post_type=faq&#038;p=17516"},"modified":"2026-02-26T10:13:31","modified_gmt":"2026-02-26T08:13:31","slug":"shushan-purim-in-upper-and-lower-tverya","status":"publish","type":"faq","link":"https:\/\/www.ish-tsadik.org.il\/en\/faq\/shushan-purim-in-upper-and-lower-tverya\/","title":{"rendered":"Shushan Purim in Upper and Lower Tverya"},"content":{"rendered":"<p data-path-to-node=\"4\"><span class=\"\">The Gemara (Megillah 5b) already debates whether the sea is considered a protective wall for the city of <\/span><b class=\"\" data-path-to-node=\"4\" data-index-in-node=\"113\">Tverya<\/b><span class=\"\">\u2014based on the verse from the Song of the Sea,<\/span> <i class=\"\" data-path-to-node=\"4\" data-index-in-node=\"165\">&#8220;and the water was a wall for them&#8221;<\/i><span class=\"\">\u2014or if it is considered unwalled on one of its sides.<\/span><span class=\"\"> Therefore,<\/span><span class=\"\"> due to this doubt,<\/span><span class=\"\"> the Megillah is read in <\/span><b class=\"\" data-path-to-node=\"4\" data-index-in-node=\"308\">Tverya<\/b><span class=\"\"> on the 14th with a blessing and on the 15th without a blessing.<\/span><span class=\"\"> It should be noted that the only place in the world where the Megillah is read on the 15th alone with a blessing is Jerusalem.<\/span><\/p>\n<p data-path-to-node=\"5\"><span class=\"\">The discussion continues regarding places adjacent to Lower <\/span><b class=\"\" data-path-to-node=\"5\" data-index-in-node=\"60\">Tverya<\/b><span class=\"\">,<\/span><span class=\"\"> such as Upper <\/span><b class=\"\" data-path-to-node=\"5\" data-index-in-node=\"82\">Tverya<\/b><span class=\"\">:<\/span><span class=\"\"> are they considered part of <\/span><b class=\"\" data-path-to-node=\"5\" data-index-in-node=\"118\">Tverya<\/b><span class=\"\"> itself and thus required to read on both the 14th and 15th?<\/span> <b class=\"\" data-path-to-node=\"5\" data-index-in-node=\"185\">Maran the Biur Halacha<\/b><span class=\"\"> (Siman 688) rules that a city which is itself in a state of doubt does not &#8220;pull&#8221; (<\/span><i class=\"\" data-path-to-node=\"6\" data-index-in-node=\"117\">Samuch VeNireh<\/i><span class=\"\">) applies even here.<\/span><span class=\"\"> According to their view,<\/span><span class=\"\"> if Lower <\/span><b class=\"\" data-path-to-node=\"6\" data-index-in-node=\"186\">Tverya<\/b><span class=\"\"> is adjacent to or visible from Upper <\/span><b class=\"\" data-path-to-node=\"6\" data-index-in-node=\"230\">Tverya<\/b><span class=\"\">,<\/span><span class=\"\"> then the 15th should also be observed there without a blessing.<\/span><span class=\"\"> According to the <\/span><b class=\"\" data-path-to-node=\"6\" data-index-in-node=\"319\">Chazon Ish<\/b><span class=\"\">,<\/span><span class=\"\"> one should read on the 15th in Bnei Brak and throughout Haifa,<\/span><span class=\"\"> because he held that Haifa is adjacent to Ancient Haifa and Bnei Brak is adjacent to Jaffa (since Bnei Brak is now connected by a continuous line of houses to Jaffa).<\/span><span class=\"\"> The <\/span><b class=\"\" data-path-to-node=\"6\" data-index-in-node=\"565\">Chazon Ish<\/b><span class=\"\"> followed this in practice.<\/span><span class=\"\"> This ruling also applies to <\/span><b class=\"\" data-path-to-node=\"6\" data-index-in-node=\"631\">Mishloach Manot<\/b><span class=\"\"> (subject to dispute),<\/span> <b class=\"\" data-path-to-node=\"6\" data-index-in-node=\"669\">Matanot L&#8217;Evyonim<\/b><span class=\"\">,<\/span><span class=\"\"> and the <\/span><b class=\"\" data-path-to-node=\"6\" data-index-in-node=\"696\">Purim<\/b><span class=\"\"> feast due to the legal doubt.<\/span><\/p>\n<h4 class=\"\" data-path-to-node=\"7\"><b data-path-to-node=\"7\" data-index-in-node=\"0\">Defining &#8220;Adjacent&#8221; and &#8220;Visible&#8221;<\/b><\/h4>\n<ul data-path-to-node=\"8\">\n<li>\n<p data-path-to-node=\"8,0,0\"><b class=\"\" data-path-to-node=\"8,0,0\" data-index-in-node=\"0\">Adjacent (<i data-path-to-node=\"8,0,0\" data-index-in-node=\"10\">Samuch<\/i>):<\/b><span class=\"\"> According to <\/span><b class=\"\" data-path-to-node=\"8,0,0\" data-index-in-node=\"32\">Rabbi Tykocinski<\/b><span class=\"\"> zatzal (<\/span><i class=\"\" data-path-to-node=\"8,0,0\" data-index-in-node=\"57\">Ir HaKodesh<\/i><span class=\"\">),<\/span><span class=\"\"> &#8220;adjacent&#8221; only extends up to one <\/span><i class=\"\" data-path-to-node=\"8,0,0\" data-index-in-node=\"105\">Mil<\/i><span class=\"\">.<\/span><span class=\"\"> Anything beyond that is not &#8220;adjacent,<\/span><span class=\"\">&#8221; even if there is a continuous line of houses.<\/span><span class=\"\"> However,<\/span><span class=\"\"> the <\/span><b class=\"\" data-path-to-node=\"8,0,0\" data-index-in-node=\"209\">Torat Chesed<\/b><span class=\"\"> of Lublin held that as long as there is a continuous line of houses,<\/span><span class=\"\"> it is considered one place.<\/span><\/p>\n<\/li>\n<li>\n<p data-path-to-node=\"8,1,0\"><b class=\"\" data-path-to-node=\"8,1,0\" data-index-in-node=\"0\">The Practical Ruling:<\/b><span class=\"\"> Many authorities\u2014including the <\/span><b class=\"\" data-path-to-node=\"8,1,0\" data-index-in-node=\"53\">Chazon Ish<\/b><span class=\"\">,<\/span> <b class=\"\" data-path-to-node=\"8,1,0\" data-index-in-node=\"65\">Rabbi Frank<\/b><span class=\"\">,<\/span><span class=\"\"> the <\/span><b class=\"\" data-path-to-node=\"8,1,0\" data-index-in-node=\"82\">Minchas Yitzchak<\/b><span class=\"\">,<\/span> <b class=\"\" data-path-to-node=\"8,1,0\" data-index-in-node=\"100\">Maran Rav Wosner<\/b><span class=\"\">,<\/span> <b class=\"\" data-path-to-node=\"8,1,0\" data-index-in-node=\"118\">Maran the Yabia Omer<\/b><span class=\"\">,<\/span><span class=\"\"> and the <\/span><b class=\"\" data-path-to-node=\"8,1,0\" data-index-in-node=\"148\">Ohr L&#8217;Tzion<\/b><span class=\"\">\u2014rule that a gap of 141 and 1\/3 <\/span><i class=\"\" data-path-to-node=\"8,1,0\" data-index-in-node=\"191\">Amot<\/i><span class=\"\"> (approx.<\/span><span class=\"\"> 67.<\/span><span class=\"\">8 meters) constitutes a break.<\/span><span class=\"\"> This is how we rule in practice,<\/span><span class=\"\"> which raises questions regarding neighborhoods like Ramot in Jerusalem.<\/span><\/p>\n<\/li>\n<li>\n<p data-path-to-node=\"8,2,0\"><b class=\"\" data-path-to-node=\"8,2,0\" data-index-in-node=\"0\">Visible (<i data-path-to-node=\"8,2,0\" data-index-in-node=\"9\">Nireh<\/i>):<\/b><span class=\"\"> The <\/span><b class=\"\" data-path-to-node=\"8,2,0\" data-index-in-node=\"21\">Magen Avraham<\/b><span class=\"\"> and the <\/span><b class=\"\" data-path-to-node=\"8,2,0\" data-index-in-node=\"43\">Mishna Berurah<\/b><span class=\"\"> hold that even a distance greater than a <\/span><i class=\"\" data-path-to-node=\"8,2,0\" data-index-in-node=\"99\">Mil<\/i><span class=\"\"> can be considered &#8220;visible.<\/span><span class=\"\">&#8221;
