The Mishna Berurah ruled that even regarding a Brit Milah performed in its proper time, the exemption from fasting applies only to the Sandek, the Mohel, and the father of the child. Regarding a Pidyon HaBen in its proper time, he permits only the father and the Kohen to break the fast. However, Maran Rabbi Ovadia Yosef zatzal (Yabia Omer Vol. 1, Siman 27) elaborates extensively on this matter, and his conclusion is that even when these ceremonies are held out of their original time, one can be exempt from the obligation of the fast by participating in them. This is indeed the common practice in the world today.
